Racial slurs from a business owner?

So my fiance is a delivery driver.upon delivering materials to a business he asked the owner where she would like the product. The owner then became very aggravated an d started throwing horrible racial slurs towards him.. This is the second person it has happened to from this same business owner..i have called many places to help us report her with no luck..we are looking for advice on who to contact to report this person and her business so no body else has to go through this..
