When orange deliver a pay monthly phone would my son be able to sign for it?

I am thinking of ordering a pay monthly blackberry, when orange deliver this phone i will be at work, so would my 16 year old son be able to sign for it? i don't really understand orange, Also how long do they usually take to deliver?
